Subject : Complaint against Punjab national bank
Dear Sir,
My name is Vinod Kumar and I am the customer of Punjab national Bank since 1999. My PNB account no. is xxxxxxxxxxxxxxx. Some years ago, I got ATM cum debit card from my PNB branch. Last year, I paid 10$ by using this PNB ATM cum debit card and its other name is also international debit card with mastercard logo. The transaction was completed on 20the sept. 2009. I paid to Google Inc. via googlecheck by mentioning my PNB card no., expiry date and cvc. Today is 7th sept. 2010. I got email from Google that I have to pay again 10$ and if I will not pay it upto 20th sept. 2010, my domain http://www.svtuition.org/ will expired. From 31st august 2010, I tried to pay 10$ which is very small amount but it was declined in Google checkout because it is not authorized. I agained tried after getting 3D secured password and again failed my payment to Google inc. I have sufficient amount in my PNB account. Even then, punjab national bank is not authorizing Google checkout for paying 10$ which I have to pay upto 20th sept. 2010.
I tried lots of time to PNB customer cares but they did not solved my problem. I send the email to PNB's authorized employee Randhir Kumar at randhir@pnb.co.in but he just replied me which is not useful for paying the amount.
Following are main facts of writing against Punjab national bank.
No. 1. You also know that I am saying seriously on this matter because if this domain is getting more than 2000 pageviews per day and if this domain is expired due to negligence of PNB, my all hardwork will go to zero.
No. 2. Why did PNB allow me last year to pay 10$ on Sept. 2009 when I am writing blog on blogspot's free space of google inc.
No. 3. It is the duty of PNB employee to create authentication. Google Inc. is reputed company and I am using its Google checkout for paying my dues. Moreover, If I am allowing at my own risk of security why is PNB taking problem.
No. 4. This is not only my question, it may be faced by all online customers who are not able to pay online through this international debit card. Not only this bank, it may be any bank in India.
So, please discuss my matter with PNB's authorities as soon as possible, because if I will fail to pay 10$ through PNB international debit card, you, PNB and its employees will be responsible for this.
I also request you to look into the matter and give me email at vinod@svtuition.org if PNB is ready to solve my problem an appointment where the said matter can be discussed in detail.

"Your PNB debit card is already registered for 3d secure code. The problem you are facing is because of the website at which you are using your debit card for making payment is not asking for 3d secure service. Bank is declining such transactions which are not authenticated with 3d secure code."
